Who We Are

Building Consent Approvals Limited (BCAL) is creating something new for the building sector in New Zealand.  As New Zealand’s first privately owned and operated Building Consent Authority, BCAL is extremely unique being licensed to process and issue residential building consents across all territories in New Zealand. BCAL operates independently from any Territorial Authority within a commercial context offering superior services to customers all over the country.  

Following strong growth and acceptance in the market, BCAL is activity seeking an experienced leader to head up their Building Control Manager function.  This is more than a typical BCA management role, providing an opportunity to influence how building control is delivered across New Zealand and contributing towards the future shape of an industry that’s undergoing significant change.

The position is not new, but we are seeking a high calibre individual to replace our extremely loyal and hard-working incumbent, who has chosen to move into a Principal Advisor role. We will only consider applications from well-respected industry experts that will add to our reputation and creditability.  You are likely to be working in an equivalent role, but we will also consider strong candidates with aspirations of moving into a Building Control Manager position. 

About The Role

The Building Control Manager will oversee all our accreditation standards and drive continuous improvement, partnering with internal and external stakeholders responsible for building consents, inspections, and compliance services.  You will specifically hold responsibility over the following:

  • Leading a small but highly capable Building Control team that works across a range of external contractors that ultimately perform all processing and inspection functions. 
  • Ensuring all consenting and regulatory functions are delivered consistently with BCAL’s Quality Management System (QMS).
  • Representing BCAL with IANZ, MBIE, industry organisations, BRANZ, builders, developers, Council BCAs and Territorial Authorities (TAs).
  • Maintaining a strong focus on risk-based consenting and proportionate regulatory decision-making.
  • Provide expert regulatory advice to support smart and informed decision-making.
  • Develop relationships that position BCAL as a credible, collaborative and influential participant in the New Zealand building control industry.
  • Ensure constant service improvement and operational excellence throughout the Building Consent and inspection processes.
  • Manage risk and ensure compliance with legislation and accreditation requirements.

About You

This role will suit an experienced building control professional who is aspirational for more than simply managing a consenting function.  We want someone who is energised with the opportunity to be involved in something new and influence the industry to create a better way of working. The successful applicant will combine deep building control expertise with both commercial awareness and exceptional relationship-building capability.  It should be simple for you to demonstrate the following capabilities:

  • Experience leading high performing teams within the regulatory, compliance and consenting environment.
  • Strong technical knowledge of the Building Act, Building Code, and related legislation.
  • Ability to identify and manage risk effectively.
  • Excellent communication skills with the confidence to influence across all levels and collaborate with a network of technical and industry experts.
  • Practical, solution-focused mindset within the regulatory framework.
  • Experience leading change and supporting teams through evolving environments.
  • A well-versed team player capable of working across a network of organisations and contractors required to create New Zealand’s largest BCA.
