SkyCity fire: Young worker's blowtorch at centre of probe

A teenager - possibly an apprentice - is believed to have accidentally left unattended the blowtorch that sparked the devastating SkyCity fire, bringing central Auckland to a standstill.

A well-placed source told the Herald the teenager, who was working for a sub-contractor, was called for a smoko break and only remembered when he was away from the roof that he may have forgotten to turn off the gas blowtorch being used to help install waterproof membrane.

The source understood he was returning to the roof to check the blowtorch but by then the fire had started.

"The poor guy is in tatters ... he's completely shattered."

It is understood part of the investigation will look at supervision and experience of the workers on the roof.

SkyCity Entertainment Group's chief executive Graeme Stephens said there were surveillance cameras operating in the precinct but he didn't know how the fire started.

He was however concerned about the worker who is alleged to have been involved.

"We have been worried about that person. We don't know who it is. There's certainly no witch hunt from our side. We have a genuine concern for their mental health and wellbeing.

"We're not trying to find them and get them back. We don't know the cause of the fire. We have concern for anyone involved. We're absolutely of that view. We need to get to the cause, obviously."

Asked if any video footage was available that identified how the fire started, he said: "We have got our normal surveillance cameras in place."

It is unclear where the teenager is now or if he has been officially spoken to about the events of last Tuesday.

A worker on the site told the Herald there were two young workers on the roof that day.

Despite being young and often working on their own they seemed to have a fair bit of experience, he said.

"From what we and what I saw...they were skilled guys. I wouldn't say that because they look young that they were necessarily apprentices. They might have been some of the more skilled guys on the team.

"I know when they lay the roofing, they actually - the way they worked and the way that they did the roof - they looked like they were very skilled and that they'd [been] doing it for quite some time."

The worker said there were up to 15 CCTV cameras around the building but the ones on level five and six were not pointed at the roof entry.

      Through interaction and case study review, participants will develop the understanding and skills necessary to make decisions relating to 'upgrading of existing buildings, as nearly as is reasonably practicable'.

      This course will give participants an understanding of the ‘Big Picture’ in terms of the building environment, local government and private sector building controls, agencies, the people and the language and how as a Building Official they fit into the picture.

      This course will give participants the knowledge and understanding of good practice in plan processing, processing considerations for minor works and small residential buildings.

    • Intermediate Clause D1 Access Routes/ TA016 Clause F1-F4 Safety of Users - Online Zoom

      13 August 2026 9:00 am - 5:00 pm

      A must do and must understand two part course for all BCOs. This two subject one day course defines the specific technical requirements of the NZBC Clause D1 Access Routes and NZBC Clauses F1 - 4 Safety of Users.  The course sets out the performance requirements and how to meet these to provide safe and accessible access routes and most importantly safeguard people from injury or illness.

      This course provides participants with knowledge and understanding of good practice in site inspections so as to ensure buildings are constructed to comply with the consented drawings and specifications and will be compliant when completed. This course is being updated so it covers remote inspection.
    • Intermediate Specified Systems - Online

      20 August 2026 9:00 am - 5:00 pm
      This course provides a valuable opportunity for BCA and TA staff to refresh and strengthen technical consistency, competency and confidence across compliance schedule and BWOF functions. This one-day course covers three key parts of the compliance schedule process: High-level Compliance Schedule Framework and Performance Standards, Specified Systems Inspection and Compliance Verification, and BWOF Auditing and Ongoing Compliance.
    • Intermediate Fire Documents - Lower Hutt - Face to Face

      20 August 2026 - 21 August 2026 9:00 am - 5:00 pm
      This comprehensive two-day workshop provides participants with a thorough understand of Fire Documents C/AS1 and C/AS2. Day two brings the learnings to life with a practical component. This is the next step in fire design looking at commercial building focusing on C/AS2 as the pathway to compliance and introduces C/VM2 and alternative solutions but not in detail.

      This course provides an understanding of the mechanics of heat transfer and how to provide insulation of various types to ensure a building provides a safe and warm environment. It outlines the various paths to compliance including the calculation and modelling methods, and includes the latest MBIE changes.
    • Foundation Communications - Online Interactive learning

      27 August 2026 8:30 am - 12:00 pm

      This course provides participants with the information to understand and explain: being an effective communicator; the styles of communication; effective listening and what we hear; mode of communication; barriers to communication; and difficult conversations.

      This course can be used to demonstrate competency with Regulation 10(3)(e)



    • Foundation Ethics - Online Interactive Learning

      27 August 2026 12:30 pm - 4:00 pm

      This course provides participants with the information to understand and explain: what is ethics; the six ethical lenses, preparation for ethical decisions; decide what’s right; testing ethical decisions; personal responsibility, and reflection.

      This course can be used to demonstrate competency with Regulation 10(3)(e) and 10(30(f)

      This course gives participants knowledge and understanding of the role of building controls and standards in the design and construction of timber-framed buildings, with a focus on B1/AS1 and NZS 3604.

      This course will provide an understanding of the mechanics of water and the application of these principles to ensure buildings are weather tight and comply with Building Code Clause E2 External Moisture.

    • Difficult to Consent - Online Zoom

      8 September 2026 9:00 am - 4:30 pm


      The Difficult to Consent provides guidance on New Zealand's regulatory system and how to apply it beyond the normal bounds of typical residential, commercial, and industrial construction. This includes Building Control consideration of Regulatory requirements for boats, vehicles, yurts, and shipping containers, as well as off-site and off-shore prefabrication, modular construction, and transportable buildings construction methodology that challenges our traditionally accepted compliance pathway.

      This course will provide an understanding of NZS 3604 an Acceptable Solution in B1 and the ability to apply this knowledge to ensure compliance of a completed construction. An absolute must for anyone starting out in Building Controls.

      • Assessment: Guidance, tools and methodology; relevant determinations and precedents; and application documentation
      • A Worked Example: application of the above
      • Workshop Cases: group work on construction details or similar, with presentations on group compliance conclusions and rationale.
    • Advanced Series Christchurch - Regulatory Address and Networking Function

      16 September 2026 3:15 pm - 6:00 pm

      Regulatory Address: How to provide information without being sued

      Ratepayers and the courts expect that local and regional councils can be relied upon to maintain accurate records and provide information upon request. Requests by the public for information can come from a variety of sources including over-the-counter advice, LIMs, websites, district plans, and entries on the titles of properties.

      Whenever information is provided, there is risk. The regulatory address will look at how to navigate that risky space - how to provide information that is useful, robust, and accurate, while protecting yourself and your employers from legal claims.

      The address will be followed at 5pm by a networking function.


    • Advanced Series Christchurch - Certificates for Public Use - Practical Assessment and Decision-Making

      17 September 2026 8:30 am - 12:00 pm

      This advanced course provides a practical, higher-level look at Certificates for Public Use, with a focus on the judgment calls that tend to make CPUs difficult in practice. Using practical examples and discussion, the session examines grey areas, common weaknesses in CPU applications, the evidence and site information needed to support a decision, and how to record reasons in a clear and defensible way.

      Topics covered include: Legislative framework, When a CPU is required, Who is and is not "the public" for CPU purposes, What the TA is actually assessing, The relationship between the CPU, Compliance Schedule, and specified systems, Evidence and application material, Inspection and site assessment, Making the decision, Common problem areas, case studies, and key takeaways.

      This course will provide participants with a working knowledge of those clauses of the NZBC that provide for the quality, amenity and user safety within the internal spaces of our built environment. The correct application of these Code Clauses is essential to achieve an acceptably safe and healthy internal environment. All building surveyors require an understanding of the principals behind these clauses and the minimum requirements of the NZBC.

      This entry level course will provide an understanding of the mechanics of heat transfer and how to provide insulation of various types to ensure a building provides a safe and warm environment that is energy efficient and meets the requirements of the New Zealand Building Code (NZBC). It includes the amendments bought in by MBIE in November 2021.

      This course provides the ability to identify different systems and approaches, consent and inspect these installations, and recognise unsafe installations to ensure compliance with the Building Code.

      This is a 3-day condensed version of the 5-day course. It covers plumbing and drainage for multi-storey buildings.

      29 October 2026 - 30 October 2026 9:00 am - 5:00 pm
      This course explains durability requirements of various building materials, ensuring the continued safety and health of building users. Materials covered include timber, concrete, steel connections, steel structures, claddings, membranes, sealants and tanking.

    November 2026

    • Section 112 alterations to existing buildings - online

      4 November 2026 8:30 am - 12:00 pm
      This course from the 2025 Advanced Series is designed to help participants increase understanding, apply consistently and avoid common pitfalls with Section 112 - one of the most applied sections of the Building Act 2004. The course covers: triggers, escape from fire and access upgrading requirements, the ANARP test, meaning of 'continue to apply', Section 112 (2), balancing benefits and detriments and 'what not to do-s'.
    • Advanced Fire - Online Zoom

      6 November 2026 9:00 am - 5:00 pm
      This course provides a more advanced view of the NZ Building Code clauses for Protection from Fire and C/VM2. This advanced course is suitable for anyone dealing with designs beyond the Acceptable Solutions or with alterations to existing buildings.

      This workshop uses case studies and applies examples as it introduces the concept of satisfied on reasonable grounds, sets out the legal framework and standards, and addresses: reasonableness and objective evaluation, evaluating evidence, credibility, challenges and limitations, best practices and documentation, and the importance of transparency. This workshop was first run in the 2024 Advanced Learning - Workshop Series.
