The New Zealand Government has announced a new initiative to speed up home construction by allowing trusted builders to self-certify their work and that BCAs will be required to complete 80% of inspections within three working days to cut costly delays.
Industry leaders have raised concerns over quality control and sector readiness, with Nick Hill, CEO of the Building Officials Institute of New Zealand, stating: “Putting a target on an application is ambitious given that the current status of the sector is well below what we would consider ideal, particularly with ... 50% of inspections failing. I don't see how that sort of target can work in reality when we've got an immature building design and building sector.”

If the changes proceed as proposed, we see there will be three variants of copper alloy fittings in the New Zealand market that will add delays and costs for BCAs when processing building consent applications and undertaking inspections of water supply systems.

The government is seeking lower house prices and greater resilience to supply disruptions through improved competition and lower building costs.
The consultation paper does not test whether the proposals will achieve the desired outcomes.
It is critical that any changes do not result in increased risk and liability for homeowners and building consent authorities (BCAs).
Our submission includes examples of overseas standards which look straightforward but are not and factors to consider such as undertaking evaluations and BCA liability.

While BOINZ supports the desired outcomes of housing affordability and inter-generational living, we have significant concerns that the proposed approach will not achieve these.
Instead, the approach will place additional risk of building failure on homeowners providing for elderly relatives, BCAs and the community. BCA oversight should remain to mitigate poor design and building work and continue to protect and deliver building compliance and quality, as it does for all other new houses.
