Branch Chairperson Stu Chapman welcomed everybody to the meeting. Health and safety requirements were disclosed to attendees by Peter Brookland of Dunedin City Council.

- Update on Unlicensed Plumbers/Gasfitters – Angus let the members know there has been no official update – this is still with the board and being investigated. Currently a work in progress – hopefully there will be an update at the November meeting.
- Update on Natural Hazards Training session this is actually a Building Compliance Training session being held by Rice Speir on 13th October 2022 in Timaru and 14th October in Dunedin.
These sessions cover:
- Natural Hazards
- Notices to Fix
- Pool Barriers
- How to investigate a breach of the Building Act and prepare a file for prosecution; and
- Giving evidence in Court for a Building Act prosecution (which would have similar application to other prosecutions such as under the RMA, health Act, Dog Control Act etc.).

- Acknowledgement of Southern Branch award winners at Conference 2022 in Rotorua – Congratulation’s to Olivia McGregor for winning Pacific Steel The Young Building Control Professional of the Year & Timaru District Council for winning Carter Holt Harvey Innovator of the Year. - Nominations are now open and ready to receive nominations for achievements in the 2022 year.
- Emerging Leader Award – each branch needs to make a nomination. (please forward nominations to Vicki or Stu)
- Proposed dates for 2023 Southern Branch Meetings (A meeting possibly held in Timaru if Antarctic build underway)
- Angus McIntyre SDC raised the topic of Aluminium Diesel Tanks - In late December 2021 an email was sent to all CE’s from the Environmental Protection Agency (EPA) informing that Central Heating Alloy tanks were revoked off the Work Safe Register, the emails doesn’t say they are banned but it is recommended they aren’t used – reason for this was one was installed in a commercial building in Wellington - the 1692 Standard is for Steel (Alloy isn’t stated). SDC are accepting applications under Alternative Solutions, DCC stopped issuing Building Consents for Aluminium tanks and won’t issue Code Compliance Certificate due to EPA advice.
- Maria Grace Quantity Survey lecturer at Otago Polytechnic raised the topic of Regulation 18, that Quantity Surveying students obtain a Regulation 18 qualification but are unware they could become a Building Control Officer (BCO). Maria was wondering if BCA’s were interested in Cadets from Otago Polytechnic – if they were Otago Polytechnic has an Advisory Board that can be contacted if you are looking for new team members that have a Reg 18 qualification not just the NZ Diploma in Building Surveying (Level 6). Dunedin City Council have been using this resource,
NZ Diploma in Building Surveying (Level 6) – Dunedin City Council are looking at having 6 team members go through this next year (2023) please contact DCC if you have any team members starting – we could possibly organise a South Island Cohort.
Southland District Council are currently bonding team members for the Diploma (currently no other BCA’s are doing this)
All BCA’s are finding too hard to attract experience builders etc. to go back to school if they would like to become a BCO.
- Guy Barnsdale SDC raised Multiproof applications specifically from “PurePods Limited” PurePod Glass Cabin (Tourist Accommodation Unit and Ancillary Building). Please be aware these applications require a Compliance Schedule as they have “Emergency Lighting” It shows specified systems on the multiproof but most BCAs are missing this and Building Consents are being issued without the Compliance Schedule. Just be wary that the Multiproof needs to be read fully.
- Dan Scheibmair Simpson Strong-Tie Ltd gave a brief overview on the NZS 3604 updates –it is expected that Public Consultation will be held over the Christmas Period.
- Presenters for the November meeting (after AGM) we are currently conversing with Viking Roof Spec to come along and discuss changes they have made/implemented as a result of H1 – keep an eye out for the November agenda.

Presentation by Graeme Clarke (Clarkie): Thermawood
This presentation offered a different perspective on H1 changes.
Graeme Clarke, Director of Thermawood, presented on Thermawood's retrofit, double-glazed windows. These windows create a unique dry glazing system for double glazing the existing timber windows and doors in homes, and are designed to fit any existing timber joinery. The patented retrofit double glazing works by enhancing the insulation with an IGU (Insulating Glass Unit), without having to tear out your entire window. Click here to view the presentation.
