Andrew Minturn overview following Grenfell Tower tragedy in London
• In regard to ACP Panels in light of the Grenfell Tower tragedy in London. The Minister has asked all Councils to identify all buildings over 10m with ACP panels as exterior cladding.
• Andrew advised many of the NZ buildings identified with this cladding type are deemed safe due to being alarmed, sprinklered and with a more robust design. This was not the case of the tower block in London.
• At present, two of the identified buildings are currently going through a reclad process being The Nautilus and Spencer on Byron.
• A team is working through identifying buildings within Auckland that are over 10m with ACP panels as exterior cladding and researching council records for information pertaining to the panels. To date - 148 buildings have been identified, however not necessarily dangerous. Andrew provided 2 samples of ACP panels with different cores types to members present on the evening.
• Once a building is identified with the panel, the type of ACP panel has to be established, ie - the panel core and fire rating properties.
• Most panels are directly fixed to the exterior of the building as cladding. When the ACP panel catches fire, it defoliates, then the outside aluminium panel melts leaving the core to burn depending on its composition. However, the Grenfell tower was different, no further comment as investigations are still progress.
• Andrew advised caution when discussing or commenting on ACP panels. Building consent applications should be supported with all relevant technical information, ie - fire rating, core composition and any further supporting evidence so that it can be processed to a required level. Should ACP panels be found on site during an inspection process, then it should be reported to Andrew Minturn so it can be recorded appropriately.
• This can also be captured at Code Compliance Certificate stage where installers producer statements are required demonstrating adequate measures as after the CCC is issued, corrective actions are limited.
• ACP panels that have a fire rating property have a mineral core and are considerably heavier.
• BRANZ are now working on some testing methods for the panels
• Andrew Minturn and Ian McCormick are meeting with MBIE next week to go over how to proceed going forward prior to any further any media releases.
Guest Presentations:
Loren Dix – Forman Building Systems – Passive Fire Protection Systems
Promat Handbook General Information
Keynotes:
• Loren discussed the fire protection test criteria they use. Their product requires 30 mins to be achieved.
• The system cannot be mixed and matched and has to be used as tested as this would affect the product warranty.
• Discussed steel products, Intumescent coatings and importance of clearance to allow the intumescent to work. This was supported by actual photographic evidence in the presentation.
• Presentation was well received and clearly understood by all. Excellent feedback from members received on presentation content and presenter.
BOINZ – Daniel Scheibmair - Technical and Education Manager
• BOINZ are developing passive fire training and are preparing a Memorandum of Understanding (MOU) with the Fire Protection Association of NZ (FPANZ) who will assist in developing the passive fire course.
• BOINZ are delivering a Continual Professional Development roadshow with EBOSS assisting by securing 8 suppliers to participate in a speed-dating type exhibition, and BOINZ will provide an update on Qualifications and the CPD offering that will be launched in 2018. Further updates will be provided to members via the various BOINZ communication channels.
