• BOINZ and Heaney & Partners Advanced Series - Tauranga - Full series enrolment

  This two-day, four workshop series, supported by law firm Heaney & Partners, is a must for more experienced BCOs. A response to feedback from senior BCOs, the 2026 series is made up of three workshops facilitated by experienced industry experts, a Regulatory Address by Frana Divich of law firm Heaney & Partners and a Networking Function. Topics include:

  • Staying watertight on E2 alternative solutions - Ron Pynenburg
  • How to provide information without being sued - Frana Divich
  • Advanced Certificates for Public Use - Chris Randell
  • Inspections - the Tricky to the Dicky - Jeff Fahrensohn.
• Advanced Series Tauranga - Staying watertight on E2 alternative cladding solutions

  23 September 2026 10:30 am - 3:00 pm

  With a focus on assessing an R2 or R3 residential cladding Alternative Solution for compliance with Clause E2 External Moisture, this workshop will cover:

  • The Law: Building Act requirements (sections 16 - 19, 23, 49 and 112) and Building Code Clauses E2 and B2 applicable performance criteria
  • Assessment: Guidance, tools and methodology; relevant determinations and precedents; and application documentation
  • A Worked Example: application of the above
  • Workshop Cases: group work on construction details or similar, with presentations on group compliance conclusions and rationale.
• Advanced Series Tauranga - Regulatory Address and Networking Function

  Regulatory Address: How to provide information without being sued

  Ratepayers and the courts expect that local and regional councils can be relied upon to maintain accurate records and provide information upon request. Requests by the public for information can come from a variety of sources including over-the-counter advice, LIMs, websites, district plans, and entries on the titles of properties.

  Whenever information is provided, there is risk. The regulatory address will look at how to navigate that risky space - how to provide information that is useful, robust, and accurate, while protecting yourself and your employers from legal claims.

  The address will be followed at 5pm by a networking function.

  
  
• Advanced Series Tauranga - Certificates for Public Use - Practical Assessment and Decision-Making

  This advanced course provides a practical, higher-level look at Certificates for Public Use, with a focus on the judgment calls that tend to make CPUs difficult in practice. Using practical examples and discussion, the session examines grey areas, common weaknesses in CPU applications, the evidence and site information needed to support a decision, and how to record reasons in a clear and defensible way.

  Topics covered include: Legislative framework, When a CPU is required, Who is and is not "the public" for CPU purposes, What the TA is actually assessing, The relationship between the CPU, Compliance Schedule, and specified systems, Evidence and application material, Inspection and site assessment, Making the decision, Common problem areas, case studies, and key takeaways.

  
  
• Advanced Series Tauranga - Inspections: the Tricky to the Dicky

  24 September 2026 1:00 pm - 4:30 pm

  This workshop will look across the world of inspections and tackle some critical challenges they present, including:

  • Making hard calls under pressure - political, media and customer pressures, along with holding the line versus pragmatic solutions.
  • Managing High-Risk Staff Decisions - when technical staff disagree and escalation frameworks.
  • Coaching versus Policing - shifting the inspector mindset in a competitive environment, enforcement options, and developing judgement and risk management in junior staff.
  • Reputation Risk - drawing on war stories, we'll use scenario-based events to learn from.

  This course will provide participants with a working knowledge of those clauses of the NZBC that provide for the quality, amenity and user safety within the internal spaces of our built environment. The correct application of these Code Clauses is essential to achieve an acceptably safe and healthy internal environment. All building surveyors require an understanding of the principals behind these clauses and the minimum requirements of the NZBC.

• Foundation Level - H1 Energy Efficiency - Online Zoom

  8 October 2026 9:00 am - 5:00 pm

  This entry level course will provide an understanding of the mechanics of heat transfer and how to provide insulation of various types to ensure a building provides a safe and warm environment that is energy efficient and meets the requirements of the New Zealand Building Code (NZBC). It includes the amendments bought in by MBIE in November 2021.

November 2026

• Section 112 alterations to existing buildings - online

  4 November 2026 8:30 am - 12:00 pm
  This course from the 2025 Advanced Series is designed to help participants increase understanding, apply consistently and avoid common pitfalls with Section 112 - one of the most applied sections of the Building Act 2004. The course covers: triggers, escape from fire and access upgrading requirements, the ANARP test, meaning of 'continue to apply', Section 112 (2), balancing benefits and detriments and 'what not to do-s'.
• Section 115 Change of Use - Online Zoom

  4 November 2026 1:00 pm - 4:30 pm
  This half-day course helps TA/BCA staff make clear, consistent and well-recorded section 115 decisions when a building, or part of a building, is proposed to be used differently. It focuses on the practical decision pathway: identifying the real-world intended use, translating that use through the correct regulatory lens, deciding whether sections 114 and 115 are triggered, identifying the section 115 assessment areas, applying ANARP, requesting the right information, and recording the written decision.

  This course provides a more advanced view of the NZ Building Code clauses for Protection from Fire and C/VM2. This advanced course is suitable for anyone dealing with designs beyond the Acceptable Solutions or with alterations to existing buildings.

• Intermediate Remote Inspections - online

  18 November 2026 8:30 am - 12:30 pm

  This practical half-day course is designed to build confidence and consistency in undertaking remote inspections for building consenting. Participants will be guided through a step-by-step process for planning and carrying out remote inspections, while collecting the compliance evidence needed to support inspection decisions in accordance with their BCA's policies and procedures.

  The course demonstrates practical techniques for adapting inspection skills to a remote environment, including effective site navigation, maintaining spatial awareness, gathering suitable evidence and recognising the limitations and risks associated with remote inspections.

  Attendees should have a dual-screen setup (three screens preferred) and be reasonably confident using digital technology. The course is intended for experienced Residential 2 and Residential 3 inspectors.

• Satisfied on Reasonable Grounds - Online Zoom

  This workshop uses case studies and applies examples as it introduces the concept of satisfied on reasonable grounds, sets out the legal framework and standards, and addresses: reasonableness and objective evaluation, evaluating evidence, credibility, challenges and limitations, best practices and documentation, and the importance of transparency. This workshop was first run in the 2024 Advanced Learning - Workshop Series.

  Making robust decision when a building consent is subject to a Natural Hazard can be challenging. This workshop/course will highlight tools and considerations to help you determine:

  • The use of your policy, procedure and systems
  • Whether a natural hazard exists
  • When to engage input from a third party
  • The use of other relevant legislative requirements and tools
  • How best to document and record decisions.

  This course provides a valuable opportunity for BCA and TA staff to refresh and strengthen technical consistency, competency and confidence across compliance schedule and BWOF functions. This one-day course covers three key parts of the compliance schedule process: High-level Compliance Schedule Framework and Performance Standards, Specified Systems Inspection and Compliance Verification, and BWOF Auditing and Ongoing Compliance.

  This comprehensive two-day workshop provides participants with a thorough understand of Fire Documents C/AS1 and C/AS2. Day two brings the learnings to life with a practical component. This is the next step in fire design looking at commercial building focusing on C/AS2 as the pathway to compliance and introduces C/VM2 and alternative solutions but not in detail.
