MINUTES OF WELLINGTON BRANCH TRAINING AND NETWORKING EVENT

Welcome: 

Emelia welcomed those online. IT issues were being experienced and apologies went to those unable to access the meeting with a recording being made available to Branch members on their My BOINZ until 26 July 2024.

Correspondence In/Out:

  • Fire safety Review-Submissions are due 27 July 2024 - The review is looking wider than NZBC C1-C6. The review is also focusing on associated building code clauses such as:
  • B1 for structural fire
  • D1 for evacuation
  • F6-F8 for emergency lighting and signage
  • G9-G10 for ignition sources, etc.
  • The discussion document for the ‘Making it easier to build Granny Flats’ is out. Submissions are open until Monday 12 August 2024 - the Wellington Branch urges all members to have a read through the document and add your submissions as our voice needs to count. This is our area of expertise, so we should be the champions and provide as much feedback as possible.

General Business:

  • New Members and Board - A new BOINZ Board has been elected and under our newly adopted constitution they have been appointed terms (1, 2, 3 years) in line with the transition of the Board to a triennial election process. Their profiles can be viewed on the BOINZ website. 
  • Future Wellington Branch meeting dates for 2024:
  • 11 September - In person meeting 
  • 20 November - In person meeting, training, Branch AGM and year end wind down drinks.
  • Call for host locations- If your BCA would like to host one of our Branch meetings, please get in touch.
  • Branch members survey update – The Wellington Branch would like to run a member’s survey towards the end of this year to get your ideas on relevant topics of interest for our meeting planning for next year. This is your organisation, and Branch so we want to hear from you.
  • SBCO Forum Queenstown 8-9 August - Registrations are open now, so have a chat with your Managers about attending.
  • NZ Bachelor of Building Surveying and Control - Orientation for the first intake of students is taking place next week in Auckland. The Wellington Branch wishes all students starting their first courses on 15 July good luck.
 

Board Representative Update from Peter Sparrow - Vice President:

  • Numbers and stats – an unfortunate downturn has been forecasted at 25,000 consents per annum in 2026. Exposure to local councils is materialising through staff cuts and reduction of investment in professional development and memberships.
  • A reminder that members have access to a free 20-minute legal advice and support session with Duncan Cotterill Lawyers. See the BOINZ website for more information.
  • Peter confirmed that Conference and SBCO will be combined next year, 2025.
  • Congratulations to those winners of awards at the May 2024 Conference.

Guest Presentation(s):

Emelia introduced Kirsty Wallace, who announced the new Advanced Learning Workshop Series to be held in Wellington in October 2024 and detailed the courses on offer over the two-day workshops.

 

Kirsty Wallace from BOINZ presented on the new Advanced Learning Series:

Kirsty discussed the origin of the training curriculum and that conversations had led to the need for advanced training courses. Kirsty explained feedback had been received regarding time pressures around courses but that the people she had spoken too still preferred in person learning sessions. Kirsty discussed the three C’s - Capability, Consistency and Capacity.

Kirsty discussed the benefits of bringing leaders, now and future, together to strengthen industries and industry knowledge.

Kirsty outlined the importance of grounding the sessions on the first principles of the New Zealand Building Code when thinking beyond the scope of acceptable solutions and engaging in more challenging consenting issues. Experienced consenting advisors Chris Randell, Jayson Ellis, and Kerry Walsh will be hosting the Advanced Learning sessions in conjunction with Heaney and Partners, whose solicitor will be facilitating the first session Satisfied on reasonable grounds.

Q.          What do the courses entail?

A.           Satisfied on reasonable grounds - This workshop uses case studies and applies examples as it introduces the concept of satisfied on reasonable grounds, sets out the legal framework and standards, and addresses

Accessibility - This workshop delves into advanced concepts and practices that extend beyond the scope of D1/AS1 and G1/AS1, empowering participants to address evolving challenges in the field of accessibility.

Natural Hazards - This course is about making robust decisions when a building consent is subject to a Natural Hazard which can be challenging, particularly when you have limited or restricted knowledge, information and tools at hand. This workshop will challenge your thinking and approach while highlighting tools and considerations to help you determine

Watertightness - This workshop delves into advanced concepts and practices that extend beyond the scope of E2/AS1, empowering participants to address evolving challenges in the field of building envelope performance.

Apologies from Chris Ross, Allco:

Chris was unable to get access to the meeting due to technical issues and therefore unable to present.

Chris intended to talk about the Allco Volclay tanking system and how this was used on the Pito-One to Melling underpasses.

The 3.5-kilometre walking and cycling route includes two underpasses below the road to ensure safety for commuters while not interrupting the train line. The key requirements to waterproofing these underpasses are durability for the life of the structure with a need to be leak free to maintain the integrity for years to come.

As a substitute for Chris Ross, Peter Sparrow presented on the NZ Bachelor of Building Surveying (Building Control):

Peter introduced the new degree by talking through how the need came about for this qualification and the state of the building sector at the time the degree was first proposed, 20 years ago. The degree has now been developed and was approved in April 2024.

The degree is made up of a three-year program. The first two years are the same as the current diploma but the third year focuses on further understanding of inspection and reporting, building pathology and applied business management.

Classes start in July 2024.
