Welcome:

Branch Chairperson Stu Chapman opened the meeting welcoming members. Health and safety requirements were disclosed to attendees by Peter Brookland of Dunedin City Council.

Previous Minutes 13th September 2019:

  • Letter to Southern Cluster Group (Neil McLeod) to request outcomes/minutes from Southern Cluster Meetings to be available and shared at Southern Branch BOINZ meetings. Letter to be created for presentation at next Southern Cluster Meeting on 28th Feb 2020 - apologies the draft wasn't ready for this meeting.
  • Waimate District Council - Certificate of Acceptance request for a new dwelling built in Christchurch. Waimate District Council have issued a Building Consent for the piling and services only. Waimate District Council has emailed Christchurch City Council and outlined reasons why Waimate will not issue Certificate of Acceptance for the relocated dwelling. No building work to construct the dwelling has been undertaken in Waimate.
  • Putting a building on a truck and moving it is not considered to be building work. It is this point time Waimate are not moving ahead with obtaining a Code Compliance Certificate from Christchurch.
  • Nothing further from MBIE at this point in time.
  • Tony Osborne spoke about a similar issue Southland District are working through, being an older relocated dwelling that does not have a Code Compliance Certificate.

Correspondence In/Out:

  • BOINZ Board Representative Update October/November 2019 - Director Jayson Ellis, BOINZ Board Member tabled the report for members to read. Jayson was not available to attend the meeting so was unable to be asked any questions.
  • National Office would like to remind our members that the Institute's Straight Up magazine is emailed directly to members is also available online. If there are any questions/issues please contact Henry Cassin (Membership Relations Coordinator) via membership@boinz.org.nz or 04 473 6002.
  • Peter Brookland queried whether National Office could send a hard copy version of Straight Up to each branch so they can put it in the tearoom for all to read- members feel they don't always read it in an email. Vicki supplied Peter with the Spring 2019 hard copy version.
General Business:
  • Members discussed 'Prefabricated buildings constructed offshore'. Rice & Speir have provided their legal opinion in respect of this issue, which is available from Jayson Ellis if you would like to read it.
  • Tony Osborne asked members if other BCA's had seen any "Roadside Laundromat's" which are laundries set up in containers. Some have been found in the Southland District on private land and they require a building consent for foul drains only. No other members attending had seen these in their districts. Questions were raised about the District Plan and resource consent requirements regarding this.
    • Member have noticed a number of BOINZ courses have been cancelled. The Earthquake course to be held twice this year was cancelled - it is very hard for members to get this training elsewhere and members would like to see the course run.There was a discussion around BOINZ Advanced courses. Members queried whether BOINZ requires a set number for these to run. There are members needing these courses. There was support for more of a focus on Advanced courses, not just courses for members new to the industry.
    • Members feel they need more 1-day courses as it can be hard to be released from work for courses that run for 3-4 days. Also, BOINZ needs to work on presenter's knowledge base as sometimes this can be lacking. No specific names or courses were mentioned.
  • Chief Executive Nick Hill informed members at the 19th July 2019 meeting that BOINZ will be looking at running some training sessions through Branch Meetings. Southern Branch advises that they can have a 4-hour training session at meetings with no issues if BOINZ would like to attend. Vicki to follow up with Henry.
  • Vicki McMillan Branch Secretary advised that National Office will help with speakers if required. This was received well but members have agreed they no longer wish to hear from the New Zealand Home Heating Association as had previously been noted in the minutes from the 13th September meeting.
  • Vicki also informed members that all meetings from 2020 onwards will be required to be RSVP'd, making it easier to organise venues and catering.
  • There was general discussion regarding the Branch Skits at the BOINZ Conference Auckland 2020. Some members would prefer the skit removed.
  • Peter Brookland advised that Dunedin City Council is currently looking at changing their Specified Systems forms. They may go to the Southern Cluster Group for adoption if it works. Dunedin is trialling this new format at present.
  • Waimate District Council has requested an extension of time from MBIE to clear their General Non-Compliances with IANZ and are still waiting for communication on whether it was approved. WDC staff have not had a good experience with assessment.
  • Peter Brookland suggested Jason Strawbridge of Stawbridge Accessibility as a possible presenter for the first meeting of 2020. It was confirmed that Peter will contact him to check availability.
  • Martine Cashell-Smith will contact Justin McEntyre of the Fire Protection Association to check his availability to give a presentation on passive fire and fire separations at the March 2020 meeting.
  • Neil McLeod asked which Building Consent Authorities didn't charge an Accreditation Levy. From the five BCA's represented at the meeting, Timaru was the only one that isn't currently charging for an Accreditation Levy. Timaru advised this was up for discussion at their next Fee's & Levy review. Dunedin currently charge $1 per $1000 of building work.
  • Members discussed and asked if it is possible to move the Southern AGM Meeting from November each year to September. Members felt that November is an extremely busy time of year (leading into Christmas) and feel that the meeting would get more attendees if it were held in September. The Branch Guidelines state branches must hold their AGM in November or December. Vicki to discuss with Henry

Guest Presentation: Andrew Bellamy - General Manager, Wood Solutions.


Andrew gave a presentation to the members on New Zealand Joinery Manufacturers' Federation (JMF NZ)

JMF History:

  • JMF New Zealand Ltd was started about 1968 and its shareholders were the members of the New Zealand Joinery Manufacturers Federation or NZJMF (now rebranded as Master Joiners)
  • In the 1970's membership began to drop away, and it was used as a development company by Federation members, because aluminium windows had been introduced into the market some years previously and had an enormous effect on the timber window industry. Up until then timber windows had 100% of the market and this has reduced to currently about 3-4%.
  • By 2007, MJN McNaughtons were the only members left with JMF. They commenced testing new programme of testing the traditional NZ timber window design using IP from original early JMF tests.
  • In 2010 the Department of Building and Housing indicated to Master Joiners that Timber Joinery must comply with NZS4211 or there would be no guarantee they would be accepted in the future. They re-join with MJN McNaughtons and purchased 50% of JMF Ltd. Testing of the programme speeds up
  • By 2016, Tagged Timber Window and Doors re-emerge in the market
  • Promotion to Councils, Architects and designers begin and continue

Members:

  • JMF now has over 160 members throughout the country. You must also be a financial member of Master Joiners to be a member with JMF. This is to ensure the protection of the JMF IP.
  • There are currently 23 Southland and Otago members
  • Over 500 Architect and Council website users

Creating Awareness:

  • JMF have been raising awareness of themselves and what they do with Regional Councils, Architects, Designers, Builders and Homeowners via:
    • New Zealand Institute of Architects (NZIA) and Architectural Designers New Zealand (ADNZ) member regional meetings
    • Masterspec
    • Visitations and presentations
    • Tradeshows

Tested Solutions:

  • JMF have over 30 different tested solutions including French doors, Bifolds, Sliders Casement and Awning windows
  • Some recent tests they have been involved in:
    • Open in Door - Completed
    • Over the wall slider - Completed

Tags:

  • JMF Tag sales have increased steadily since 2017
  • Wind-zone designated
  • Auckland and Christchurch council inspectors now check for tags as part of Code of Compliance
  • What to look for:
    • The JMF logo
    • Visible serial number
    • The correct wind zone noted

Andrew informed the members they are keen to work with Councils to ensure joinery used and installed meets relevant standards and forms the path of least resistance for all involved. An acceptable solution should be the last option not the option of choice when it comes to timber joinery.

Andrew reinforces they are more than happy to meet with local councils around the country to provide more information and training.
