Welcome:

Branch Chairperson Stu Chapman, opened the meeting, welcoming members, new members, and guests as well as extending a special thank you to the Gore team for organising the site visit.

Previous Minutes 16th November 2018:

  • BOINZ are taking extremely long time to return approved branch minutes, making it difficult to even present approved minutes at the next branch meeting.
  • Woodburners comment regarding PS3 Producer Statements has been changed in minutes by BOINZ and has changed the content. Secretary to follow up with BOINZ for clarification.
  • If minutes are being changed shouldn't Chairperson & Secretary approve changes, to be discussed with BOINZ. Those attending the meeting do not want them published until the Southern Branch have approved minutes.
  • Stu read letter from Chief Executive Nick Hill regarding minutes and why changes are made, branch members acknowledged the letter but thought changes should be approved by Chairperson & Secretary.
  • Stu and Monica to send email to BOINZ regarding minute's changes.

Correspondence In/Out:

  • Letters from BOINZ Chief Executive Nick Hill were read out at the meeting by Chairperson Stu Chapman.
  • Stu read letter from Chief Executive Nick Hill regarding agenda items to be added to the conference and how the process works. Stu noted that he has requested Quality Assurance and Accreditation be added to senior's conference.
  • Stu read a letter from Chief Executive Nick Hill regarding F9 swimming pool training, BOINZ are working on this and hopefully it will be out soon. If you have any ideas regarding further training courses you would like to attend, please contact Jason Goei at 04 473 6003 or training@boinz.org.nz

General Business:

  • It appears that there are a number of members attending the BOINZ Annual Conference. It was requested that if any members have ideas for the Branch Skit, please contact Monica or Stu.
  • Chairperson Stu Chapman raised issue of not having anything on agend for meetings, encouraging all members to send agenda items to Monica or Stu before meeting to help justify and encourage sending staff to meetings.
  • Malcolm Sinclair Building Control Manager of Clutha District Council discussed a court case in Clutha District regarding PS1 producer statements and talks about what is Constructor Monitoring, what does "as per agreement with owner/developer" stand for, if any of the CM1-CM5 or as per agreement with owner/developer are ticked then a PS4/PS3 could be required as per outcome of Court Case.
  • Discussion around if we should we be accepting PS1 calculations without getting them peer reviewed and finding out what is everyone policy on peer reviewing PS1s.
  • Stu Chapman discussed a farm bridge in Waimate District and it being considered a dangerous building and how to issue a dangerous building notice also the liability of the public crossing a private bridge that could be considered a dangerous building.
  • Stu talked about dangerous building and affected buildings that it in the Building Act 2004, this is new and everyone should look at getting affected buildings into policy.
  • Members are wanting Chief Executive Nick Hill to attend next meeting, Monica to send invitation.
  • Members discussed a need for good quality advanced training, if you have any training suggestions, please contact Jason Goei at 04 473 6003 or training@boinz.org.nz.
  • There was further discussion around sharing resources of staff that are highly trained between councils.
  • Alex Russell from Wanaka has sadly passed away, Alex worked for 28 years for Queenstown District Council - been in building industry since 1972.

Request to have Nick Hill (BOINZ CEO) to attend next meeting on the 19th July 2019- Monica to send request form to BOINZ.
