Matters Arising:

  • Duncan Renner raised an issue regarding the truss/frame designer making changes to the design of the trusses/frame.
    • Sometimes an inspecting officer arrives on-site and finds that the pre-nail design has changed.
    • A PS1 will have been issued for the original design which will usually also cover the lintels and sometimes beams.
    • Sometimes the lintels and beams have been designed using DesignIT or Prolam proprietary system. However, this is a SED and if it has been changed on-site, it will require a new PS1 and calculations - strictly speaking, this change will require an amendment via the Designer/ Agent.
    • It was generally agreed that any proposed changes to the consented plans by the builder must go back to the Designer/Agent who can provide the necessary documentation to the BCA for either a minor variation or an amendment.
  • Following this there was a general discussion covering the BOINZ Training Academy where the consensus was that the cost for the courses was considered too high, quality of tutors was considered variable. No specific courses or trainers were named.
    • This discussion was followed by a round table discussion where the following was generally agreed on: the design work and consent applications are of poor quality and MBIE must change the current LBP licensing regime with a focus on improving design competency.

Site Visit: Pan Pac Pulpmill

Following the meeting was a fascinating 20 minutes presentation by Grant McLellan of Pan Pack of the pulp manufacturing plant and how it works. After which he took the members on a tour of the Pulpmill, Wastewater Treatment Plant (WWTP) and Utilities area. This is designated a Major Hazard Facility mainly due to the chemicals involved which makes the potential for an explosion quite high; particularly if the right systems aren't in place or working properly. A great site visit and many thanks must go to Angela Blom of Pan Pac for making it happen

Pan Pac History:

  • Pan Pac is a Japanese owned, fully integrated forestry/timber products company, located in the Hawke's Bay region of New Zealand.
  • From establishment in 1871, the company has had cutting rights to over 33,000 hectares of plantation forests, at five forest locations in Hawkes Bay.
  • In 2007, Pan Pac became wholly owned by Oji Green Resources, a fully owned subsidiary of Oji Holdings Limited.
  • In 2014, Pan Pac established a subsidiary company, Pan Pac Forest Products (Otago) Limited. This was a lumber business which operated a modern sawmill, boiler, continuous kiln and drymill from a site in Milburn.

Pan Pac Pulpmill:

  • The Pan Pac Pul Division has been producing Thermo Mechanical Pulp (TMP) at the Whirinaki site for over 40 years.
  • In the Pulpmill, a thermo mechanical pulping process is used to provide targeting pulp properties for manufacturing newsprint and board grade products.,
  • The mechanical pulping processes, TMP and Bleached Chemi Thermo Mechanical Pulp (BCTMP) produce a high yield of pulp and are particularly suited to the New Zealand Radiata pine soft wood resource.
  • BCTMP is the preferred furnish for a wide range of board, towelling and paper products.
  • The pulpmill produces up to 830 tonnes of TMP and BCTMP pulp daily.
  • For newsprint, traditional TMP grades are produced. BCTMO grades are sold all over the world including in NZ, Australia, China, Indonesia, Vietname, India, Pakistan and South Africa.
