General Business:
• Notification of branch officer change –midterm. With the resignation of Marcus Deans, Bryan Clark has been elected as chairperson. Nominated Phil Lightbourne and seconded by Derek Dykstra.
• Barry Leslie – 1. PS4 Form engineers are to include inspection records. It was noted not all BCA’s requiring inspection records. 2. PS4 Construction Review - Intended for use by a suitably qualified independent design professional who undertakes construction monitoring of the building works where the BCA requests a producer statement prior to issuing a Code Compliance Certificate. This must be accompanied by a statement of completion of building work (Schedule 6).
• Aldo Fehr - noted the following issue with BWOF. On occupant load noted, incomplete 12a, fire walls either not identified-on compliance schedule/BWOF or having unrated penetrations.
• Derek Dykstra - Questioned whether other BCA’s were inspecting internal waterproofing membranes. There was a 50/50 split among attendees with some inspecting and some relying on PS3 only
• Colin Pepperell commented on the low levels of compliance knowledge amongst LBPs given the issues found during house inspections. He cited cavity battens not placed over studs, control joints in plaster systems not placed, roof flashing either not placed or incorrect. It was generally agreed the LBP scheme to date had not resulted in an improved level of compliance on site or supervision to a suitable standard.
