MINUTES OF AUCKLAND BRANCH TRAINING AND NETWORKING EVENT

Previous Minutes & Matters Arising:

No one had read the minutes and were unaware of the new format of receiving them.

Tineke was very recently advised that the format of receiving the minutes had changed and they were now attached to the upcoming meeting reminder notice. The minutes can be viewed by going to the “Agenda – Attendance – Matters Arising – Click HERE”

Correspondence In/Out:

· A reminder to members sent out via email of the new training correspondence provided by the BOINZ training school and collection of CPD points.

· A reminder to all members to communicate to colleagues and others in the industry wishing to join BOINZ that the joining fee waiver offer is only valid for 3 more months.

· A call has gone out for papers for the next BOINZ Conference to be held in Dunedin next May 2018.

General business:

Tineke advised members that this will be her last term as Chair, following 3 yrs as secretary and 3 years as chair of the Auckland Branch. Tineke highly recommends and encourages all members to consider nominating themselves and others to partake in the committee and leadership roles. It is a great experience and adds to value to personal growth.

  • The Annual branch AGM and voting will take place in November 2017 and it is imperative there is new vision and a continuation of the biggest National branch in terms of growth. Continued support will be provided to the upcoming executives.

  • Other executive members stepping down this term are: Grant Brown (Convenor of Ceremonies), Alistair Couper (committee member) and Christine Watkinson (Co-Secretary),

Auckland Branch member Andrew Minturn, present on the evening was acknowledged for recently having been appointed as – Manager Project Assessment, Central, Auckland Council.

· Paul Vernon - queried if there were any updates on ACP panels.

– Andrew Minturn responded they were halfway through the investigation. Initial findings were not as bad as were first thought. Nothing has yet been discovered in respect of a possible Grenfell Tower. However, there has been found instances of deliberate product substitutions, many of which were in the last 20 years, albeit from 2013 onwards Symonite New Zealand Limited have integrated varying levels fire resistance to its products. It is currently unknown if other ACP suppliers have done the same.

It is a slow process and taking one case at a time. There are just over 200 buildings in Auckland with anything that closely resembles the Aluminium Composite Panel cladding system.

There are a number of products available in the market and Building Officials collectively have to be extra vigilant when approving products and systems. Ie - Glass, electrical wires, plumbing pipes, steel, to name a few.

· Andrew Minturn – World Bank produces 200 business reports annually in 8 different categories. NZ is ranked very high (#1 ranked in the world). (#1 in construction permitting systems). The findings inferred Auckland is #1 city in the world doing construction consenting systems. Andrew recently spent a week in South Africa consulting on building regulatory systems whereby South Africa authorities are keen to learn from New Zealand and Auckland Council in regard to consenting systems. A great achievement - well done!

· Ian Charles Murray – alluded to BRANZ having recently put out an appraisal withdrawal for Fusiotherm (green water pipe) and wanted to know what to do when they are seen on site?

Answer - As an alternative, other considerations may be required and also to exercise professional judgment when assessing fusiotherm product in the future.

Guest Presentation: Seismic Bracing of non-structural elements

Shaun Evans – CEO, Tracklok presenting via Skype from Australia and Matt Bishop – Managing Director from BVT Engineering Professional Services was present on the night.

Keynotes:

Shaun alluded to:

· Australia is looking to New Zealand in regard to seismic restraints to non-structural elements.

· Tracklok system / Gridlok system – came about in response to Christchurch earthquake. 65% damage was from non-structural elements. Therefore, a system was developed that could secure under ceiling structure without disrupting two-way grid, to make sure conformance with Building Code requirements without too much cost impact to the project.

· Objectives were to prevent injury and loss of amenity caused by the failure of all types of internal wall and ceiling partitioning due to seismic activity or fire.

· A question was raised as to what a council inspector can expect to see on site when doing a preline inspection – This was later discussed in Q & A session.

· BVT is the Tracklok choice of Engineers – Gridlok was launched end of the last year 2016.

· Reduces the amount of bracing members required by 30%.

· Tracklok seismic guidebook – targets the market of BCA inspection team. This book lists the products you may or may not have seen on site [see page 3].

Q – Page 8 and 9 – very useful, maximum spacing is 2400mm?

A - yes that’s correct

Q – Can your system brace be used in conjunction with services/ducts/trays?

A – Shaun is working with other suppliers with services ducting manufacturers using the same principles of tracklok on to bracing for services ducting.

Q – Would this require engineer inspection if the installation steps outside the manual?

A – Outside this manual would be considered SED, PS1 + Engineer will be checking for the installation

BVT Engineering Professional services

Matt Bishop – Seismic Bracing of non-structural elements

Keynotes:

· Technical background on seismic bracing requirement in legislation and environmental contexts

· Bracing for services

· Interior fit-out typically involves 7~8 trades with various skill levels of subcontractors, working at various phases of construction.

· NZS1170.5 A1 2004 (2016), (2016)-MBIE Practice Advisory 19 – 1170.5 A1 incorporated into B1 (2018);

· Commercial issue to the business and social issue if insurance is available and most importantly occupant safety issue.

· The process defined – practice advisory 19 from MBIE regarding PS1, PS2, PS3, and PS4. Matt has not seen many of PS4 requests for ceiling construction, mostly in CHCH.

· Smart Collaboration in construction – early integrate with subcontractors goes a long way.

· Agile consulting/design/integration.

· New Tech - Click to ask the engineer – ability to interactively ask design engineer on the subject matter and query on particular calculation. – 9~12months time.

Q - Any indication on what centers the ceiling need to be braced?

A – variable.

Q – Do you have specific installers (Tracklok)?

A – No, any contractor/subcontractor can install it. The intention behind Tracklok is to make it ‘simplistic’ so anyone can install it. Takes away the need for knowledgeable/skilled labour to install and provide a more cost saving and faster installation process.

Q – Possible retrofitting to existing situations?

A – Yes.

Q – Could Tracklok insist and provide system coversheet outlining weight capacity, type of system, limitations – on the consent drawings?

A – Possible, good point.

Q – Do Gridlok/Tracklok fit to all various ceiling types

A – Yes- See page 32 of User Guide

Q – Can they be incorporated into FRR ceiling systems?

A – Yes

Q – Craig Tibbits queried - With all the new technology available – to consider educational clips via the following mediums - Facebook/Youtube/Snapchat etc.

A – Good point and will take into consideration

The Chair thanked Shaun and Matt for a providing such valuable information which created great dialogue and questions.

Ian McCormick - BOINZ Vice-President provided an update to the members.

· Alluded to the new MBIE Practice note on ‘Supervision’, highly recommended reading and available online. Advised that it would be most beneficial to print a copy for use.

· In the ‘Pipeline’, a previous report showed that the highlighted dip in consent numbers forecasted has hit earlier than predicted, however, all other forecasted factors are still on track.

· Nick Hill recently promoted BOINZ at Local Government NZ – in regards to education, reducing skill shortage in building surveying area which was very well received by Minister Nick Smith.

· Nick Hill was recently in the USA & Canada promoting BOINZ reciprocation and training.

· The Senior Building Official’s Conference was held in Wellington – Minister, Nick Smith was very supportive of the organisation and the institution.

· It was important to note that some organizations pay for employee memberships and that a expectation is met by attending at least a minimum of 4 meetings per year.

The chair thanked Ian for providing the members with an update from the Head Office.
