Minutes of the EAST COAST BRANCH MEETING and TRAINING/NETWORKING EVENT held on

Welcome: Michael Skelton East Coast Branch Chairman welcomed all guests and members to the meeting.

General Business:

1. BCAs requirements for sleepouts (what constitutes a sleepout)

Discussion on the Importance level of the proposed sleepout, if its existing may be importance level 1, should they be importance level 2? M Skelton stated he considered that as long as sleepouts are deemed to be structurally sound they could be deemed and used as a sleepout if fitted with a smoke alarm and that there was compliance with the minimum building and facilities requirements for such purposes.

A discussion then centred around interpretation differences between the councils, mainly the cooking and washing facilities. All agreed a sleepout had to rely on the main dwelling for cooking facilities.

D Rapson stated there was a Determination by MBIE that required only a smoke alarm to deem it a sleepout. CHBDC wouldn't allow a kitchen sink installation but would allow cooking facilities. Both HDC and NDC wouldn’t allow the cooking facilities but would allow a kitchen sink (could be a tub or basin as well).

R Clifton raised the issue of the building/sleepout having to comply with E1. M Skelton indicated that this requirement should only apply to new builds, not existing buildings like a garage being converted into a sleepout. The situation around existing buildings would need to demonstrate compliance with E2 External Moisture (prevent water entering the building). Other issues are damp proof membranes required under the slab or treatment systems, and minimum floor heights. D Rapson stated that a building for this purpose would have to be pretty bad to be dangerous and insanitary.

D Rapson raised the issue of Schedule 1 allowing outbuilding of up to 10sqm and as there are no checks by councils could be built oversized without the council’s knowledge.

Excemptions excepted by CHBDC now follow HDC guidelines and allowing farm buildings up to 150sqm. C Meechan stated that the NCC exempt on a case by case basis.

2. Branch Elections

Michael Skelton announced his intention to stand down as Chairman at AGM as he has done two terms, so members are urged to canvas members for nominations.

No further business was raised.

The Branch meeting was followed by a afternoon tea then a training presentation by of Mitek on Lumberlok fastenings and Malcolm Christie of Potter Interiors on Boss Fire Penetration systems.

Branch Chair thanked both presenters for the most informative presentation which was well received by the members and thanked our guests for attending and providing the refreshments.
