Welcome:

Branch Chairperson Stu Chapman welcomed everybody to the meeting. Health and Safety requirements were disclosed to attendees.  

Stu then advised members of the guest presenters for the day: David Eccles-Hall Architectural manager from Roofing Industries & Kevan McGuinness Specifications Manager from ColorCote.

General Business:

  • All agenda items can be emailed to Vicki directly via victoria.mcmillan@timdc.govt.nz at any time before the next meeting. Please also remember to RSVP if you are attending meetings. This ensures we have the correct venue size and catering requirements.
  • Discussions on H1 changes & transitional period
  • Currently glazing requirements in place. Discussed onsite and builders feedback.
  • Using double glazing as an alternative solution and upping insulation (ceiling) – meeting H1 but failing E3.
  •  Modelling method should become more common that schedule & calculations.
  • Industrial Sea Out Fall –
  • Consent requirement discussion, required for their site but not when it enters road dies/coast side.
  • NUD/ECAN (Discharge) Discretionary exemption?
  • Alternative Power/Fuel & Regulatory Processes & Power Requirements & Infrastructure Aging 
  • Hydrogen fuel fast tracked, consent options, Location certificate requirements

District Plan requirement

  • Wind Farm (Meridian) approval (NUD)
  • Solar Farm coming up in Glenavy (not NUD), as requirement for Building 4-5Ha does it need consent? Exemption
  • EV’s in fleet – charging and old wiring in dwellings
  • GIB Bracing GS1/Framing Pre- Line
  • Concern with Ramset Washer fixed to nail and cupping washer and driven too far – contacted GIB who are still to get back to Stu.
  • GIB round washers don’t deform like Ramset.
  • KN Rating requirements (Stu to keep chasing GIB engineers & contact Ramset.
  • Subdivision Consent (Private Land) – warning memo/comments to seek Building Consent
  • Drainage – Building Consent for work
  • Civil want council t certify and sign off
  • COA for gradients & falls (CCTV)
  • No legal connections for new Building Consent for dwelling within new subdivision so cannot proceed until subdivision consent undertaken.
  • Accreditation Consultation Documentation
  • Fees to go up – IANZ hourly rate (Proposal) meaning Building Consent Fees go up.
  • BCA game has been lifted but now needs to be pulled back and just monitored.
  • Inconsistent assessments
  • 2 yearly competency rotation.
  • Assessor now has to be competent – concerns around this.
  • Frustrations voiced around how you could possibly lose competency in 12 months also the level needed for competency assessments.
  • Ensure feedback to the Accreditation consultation strongly encouraged – 19/12 closes then consultation period of 3 weeks
  • Reg 6A notice of QA resignation now included in consultation
  • Remote Inspections
  • Liability – Craig gave a rundown on now it operates at Waitaki District Council.
