General Business:
- There was discussion regarding determinations that Palmerston North City Council has recently been involved in.
- Marty Leach discussed cattle underpasses and how each Council address these for processing and inspections.
- Members discussed flood heights and swimming pool inspections in regard to how each council were carrying out and planning them.
- There was discussion regarding Carter Holt Harvey Woodproducts performing inspections on buildings in relation to court cases.
- Andrew Walker talked about garage to house and how this was not classified as a change of use under the Building Act
Guest Presentations:
Brad Hislop - MBIE
Brad opened with an overview of his team: Building System Assurance Team. He then discussed multiproofs and answered questions from the members regarding issues with them.
He discussed the issue of MBIE not replying to emails and asked all members to email their concerns to Derek Dykstra who will forward them all at once.
Brad also talked about the Independent Qualified Person (IQP) register that is currently starting up and involving all the Building Consent Authorities (BCA's) in the area.
Clare Botha - MBIE
Clare talked about her role as part of the Product Assurance Team who look after code mark, product certification and the code mark register. They also have compliance and enforcement powers to act if it is appropriate
The role of Clare's team is to identify that products are safe, fit for purpose and perform as claimed by the manufacturer.
Clare gave an example of a case they have investigated where taps made from lead were leaching the lead into the drinking water.
Alan Moule - Natcon
Alan presented an update on the Grenfell building. He noted that the buildings/ products that are used here and in the UK are not that different from each other and that we should be looking out for certain products when inspecting and processing.
Next Branch Training and Networking Event:
The next Branch Training and Networking Event is scheduled for 5th June at Tararua District Council, Russell Palmer will provide a map for those who don't know where Dannevirke is.
