A lengthy fire engineering report for the SkyCity convention centre made no mention of the possibility of a blaze on the roof.

Nor did it discuss the straw insulation panels which appear to have fuelled the fire for days.

Those in the know say that's standard practice for such reports, which outline designs of fire safety systems to meet provisions in the Building Code.
