Principal Building Adviser  

Join a critical team within Queenstown Lakes District Council (QLDC), providing technical advice to the consents, compliance and support teams within Council’s Building Services Department.  The role also provides technical advice and support to the Building Services Manager.  

QLDC continues to be one of the fastest growing districts in New Zealand.  We are at the very heart of the community, employing over 500 staff; we manage infrastructure development, community recreational facilities and planning, building and other regulatory services.  With an annual operational budget of over $100m and a capital expenditure programme of $990m over ten years, we are a major part of the District’s economy.

The Role & Your Opportunity to Add Value to our Building Services Department’s Technical Consents and Compliance Practice    

The Principal Building Adviser is responsible, in conjunction with technical team leaders, for ensuring all technical and compliance standards of the Building Services Department are fully compliant, and optimally positioned, in relation to all associated legislation and guidelines, together with Council policies, procedures, practices and our intention to deliver world-class outcomes with and for our community. 

You will work collaboratively and strategically partner with other Council Departments and/or Business Units in order to achieve win-win outcomes as part of a cohesive and modern Can Do Council.  Areas of collaboration may include working with QLDC’s Policy Planning, Resource Management Engineering, Subdivision and Development Contributions, Resource Consents, Monitoring and Enforcement, Corporate Strategy and Development, Governance, Engagement and Communications, Health and Safety and Customer Service Teams to ensure we balance effective customer service with our regulatory responsibilities.

Key areas of focus and responsibility include:

  • Responsibility for the creation and/or enhancement of related policies and guidelines which need to be implemented by Council and Building Services, informing best practice as a modern regulator
  • Leading the quality management and continuous improvement processes and ensuring accreditation with IANZ is retained
  • Providing necessary technical and specialist advice to the Building Services Manager and , as required, up to the General Manager – Planning & Development, to ensure QLDC’s current and future Building Services are legislatively compliant and fit for purpose
  • Taking the lead for dealing with complex complaints relating to Building Services issues, including across our Building Compliance (Inspections) and Building Consents functions.

This is a challenging role with a strong stakeholder and internal support interface.  

Our Ideal Candidate

This role requires someone with:

  • A Bachelor’s degree (ideally in a relevant discipline)
  • An NZQA Level 6 qualification which is recognised as part of Regulation 18 of the Building (Accreditation of Building Consent Authorities) Regulations 2006
  • A minimum 10 years’ of relevant experience, including a minimum 4-5 years' experience within a BCA setting
  • Extensive working knowledge of all Building Act related legislation, New Zealand standards, local bylaws, Resource Management Act, Residential Tenancies Act and district and regional plans relevant to the Building industry in the Queenstown Lakes District/New Zealand and technical building knowledge
  • A professional outlook and judgement
  • An active membership of related professional organisation e.g. BOINZ
  • The ability to establish and maintain effective relationships with stakeholders and gain their respect and trust
  • A current and valid New Zealand driver’s licence.
