Brad is a community leader and is New Zealand’s youngest Justice of the Peace. His work in the community has been recognised a number of times: he was named New Zealand’s Queen’s Young Leader in 2016, one of Asia New Zealand Foundation’s 25 to Watch in 2019, and Young Wellingtonian of the Year 2020.

Charlie Wilkinson

Charlie is an Associate in the regulatory and enforcement team, acting for councils around New Zealand. She specialises in regulatory prosecution, with a focus on Building Act matters, helping councils achieve compliance in this area and advises on the range of enforcement tools available to councils under the Act.

Prior to joining Rice Speir, Charlie worked for a large litigation firm, assisting on complex regulatory prosecutions and appearing in a range of courts on behalf of the Crown.


Claire Falck

Claire Falck was appointed as Chief Executive Officer in August 2023. With collaboration at the heart of all BRANZ’s work, she is passionate about working within and across the entire building and construction system to drive change. Claire is committed to a future where all New Zealanders can live in affordable, quality, resilient, and sustainable homes.

Claire has a wide-ranging career in both the public and private sectors, specialising in system design and complex transformation assignments. She has held senior roles with New Zealand Police, Te Manatū Whakahiato Ora | Ministry of Social Development and the former Housing New Zealand Corporation. Most recently, Claire was practice lead at MartinJenkins, before being appointed as General Manager System Transformation at BRANZ in 2021. Claire has a Bachelor of Commerce and Administration from Victoria University of Wellington.


David Chandler OAM BSc

David Chandler was the inaugural NSW Building Commissioner serving from July 2019 until retiring from the role in August 2024. He led a well-regarded building industry reform program that has and will keep reshaping the way the industry can lift performance and recapture public confidence in the buildings it builds and maintains.

David is a nationally regarded construction industry expert and advocate. He provides high level advisory services to government and industry across the property sector. He has a continuing involvement with developing and delivering building construction industry capability and capacity with regulators, developers, contractors, financiers, insurers and academia. In 2017 he led the establishment of Western Sydney University’s Centre for Smart Modern Construction in the school of Engineering, Design and Built Environment. David is currently collaborating with the university to establish a new Centre for Construction Law. He is regularly engaged to speak on emerging construction market developments and to provide strategic insights which target the future of Australia’s SME contractors and suppliers in a modernising global industry.


David Hall

Building System Performance provides policy and technical advice on New Zealand’s building system, rules and standards, and implements building legislation and regulations to meet New Zealand’s current and future needs.

David has a strong background working in local Government, including as CEO of Ōtorohanga and South Waikato District Councils. More recently, he has worked as the General Manager, Policy at the Infrastructure Commission, and as Technical Director at Mott MacDonald, a multi-national civil engineering consultancy.

Frana is a litigation lawyer who has been acting for local government and their insurers since 2005. Prior to that she spent 4 years in London where she worked in house for an insurer and in house for a London Borough.

Frana’s work for local government has involved defending all manner of tortious claims including negligence, nuisance, Ryland v Fletcher, breach of statutory duty, defamation, malicious prosecution and misfeasance in a public office. The subject matter of the claims has involved amongst other things, building defects, LIMs, flooding, geotechnical issues, coastal engineering, fires, land slips, fallen trees and breaches of the RMA.

James Firestone

James Firestone brings over 25 years of experience in the building and fire safety industry, with a strong background in fire engineering and building compliance. His career has been grounded in Fire and Emergency services, where he has developed deep expertise in fire behaviour, post-incident fire investigations, and the application of building codes and standards.

James has led numerous fire safety training initiatives and conducted in-depth compliance reviews to ensure that buildings not only meet regulatory requirements but also uphold the highest standards of safety. His work bridges technical fire science with real-world application, making him a trusted expert in both preventative and investigative aspects of fire safety.

A respected professional in his field, James is known for his commitment to safety, regulatory excellence, and continuous improvement in fire and building compliance practices.




Jeff Fahrensohn

With over 20 years of building regulatory experience, Jeff manages the Auckland Council building inspection team where annually over 200,000 inspections are carried out which provides him with some great insights into the state of construction quality. This experience enables him to collaborate with key industry partners to help achieve high quality construction by providing learnings from what he sees every day on Auckland sites.

Jeff is a member of the Institute of Directors NZ and the Association of Building Compliance while also holding board director roles for the Building Officials Institute of NZ (BOINZ), Chartered Professional Engineers (CPEng) and the Building Research Advisory Council (BRAC).


John Lucas

John Lucas joined ICNZ in 1996 as Insurance Manager. He is responsible for the Motor, Commercial Property, Marine and Finance Working Committees.

John began his insurance career with NZI in the early eighties, specialising in farm insurance and commercial property underwriting. He then moved to the UK where he worked for a number of broker firms before specialising in insolvency insurance placement in the London and Sydney insurance markets. John is a Senior Associate of the Australian and New Zealand Institute of Insurance and Finance.


Professor Kim Lovegrove

Adjunct/conjoint Professor Kim Lovegrove MSE, RML, is the Chair of the International Building Quality Centre (IBQC) and a construction lawyer with Lovegrove & Cotton NZ. He has spearheaded major liability insurance and licensing reforms in Australia during the 1990s and has been a senior law reform consultant to the World Bank.

Kim holds honorary professorships at four universities and has played a key role in international building regulation reform. He has advised on best practice building control in multiple jurisdictions and collaborated with global institutions on regulatory frameworks.

Kim has been deployed by the World Bank to provide law reform advice in Mumbai, Shanghai, Beijing, Chongqing, and Guangzhou, as well as in Southern Africa. He was also part of an Australian Building Codes Board delegation advising in Tokyo.


Keryn Davis

As a senior leader, Keryn has a background in leading people and strategy across a diverse variety of divisional groups. Keryn previously held leadership positions in the professional learning industry, has a Master of Education with Distinction, and a Bachelor of Arts in Education.

Keryn works closely with ADNZ National Office staff, regional committees, partner family, and Board of Directors to ensure the organisation is supporting the membership and wider industry.


Laura Bielby

Laura specialises in Building Act, resource management and local government law. She advises building consent and territorial authorities throughout Aotearoa on all things Building Act, including providing advice on complex consenting matters, preparing and reviewing notices under the Building Act, and acting for councils on determinations and appeals.

Laura also has extensive experience in natural hazards and climate change law, and has assisted various councils with decision-making and the preparation of guidance and policies in this area. She has been a director of Rice Speir since 2021.

Micheal Warren

The System and Markets policy team provides policy advice on the building regulatory system to support the construction of safe, healthy, and durable buildings, with a focus on system wide regulatory issues and issues related to the construction sector.

Current priorities include work to deliver reforms to the Building Consent Authority structure and issues related to insurance and liability.

Micheal has held a number of public sector policy roles and has experience working in Parliament and in the private sector.


Nathan Speir

Nathan's problem-solving skills are in demand by councils across Aotearoa New Zealand. He has a particular interest in those cases at the intersection of the built and natural environments and is a recognised thought leader to the building control industry.

Nathan has successfully resolved some of the most demanding commercial disputes, while continuing to prosecute an array of regulatory and civil litigation cases.

In 2023 he was appointed an Independent Director of Te Manawataki o Te Papa Limited, the Council Controlled Organisation (CCO) that was established to govern and lead the delivery of Tauranga's once in a generation civic precinct development.

Nathan began his legal career as a Crown prosecutor at MC, gaining significant court room and advocacy experience prosecuting serious crime in New Zealand's largest city. Following a successful career running two specialist legal firms, he returned to MC and joined the partnership in 2024.

Karel Boakes

BOINZ President - Karel Boakes holds a BSc (Hons) in Building Management, Design and Construction from the UK and has worked in local government and construction across the UK, South Africa, and New Zealand since emigrating in 2002. With over 20 years in New Zealand’s local government sector, she has delivered initiatives that enhance operational efficiency and customer experience.

Currently serving as Regulatory Strategy and Policy Manager at Objective Corporation, Karel contributes to the development of consenting software for Building Consent Authorities. A licensed BOINZ member for two decades, she has been a Board member since 2020, serves on the Audit & Risk Committee, and held the Vice-President role from 2022 to 2024. Karel has participated in several technical working groups, including MBIE’s building consent system review.


Peter Laurenson

Peter is a past president for BOINZ and has been an active Institute member for 21 years. Peter's extensive industry expertise is underscored by his tenure as Manager of Project Assessment at Auckland Council, Chairman of the IANZ BCA Professional Advisory Committee, Manager Building System Controls for MBIE (where he oversaw the Building Code and Consenting Systems in collaboration with BCAs), Building Services Manager at QLDC, and prior to that was involved in building supplies for 22 years.

He currently is a member of the NZ Standards Approvals Board representing the construction sector. He resides and works in Queenstown as General Manager for Scope Resources, operating an Engineered Landfill, Quarry operations and land development.

Claire Troon

Claire is a clinical psychologist who trained at the University of Canterbury and Waikato University. She has worked in the fields of mental health and correctional settings for 10 years. Within the Corrections’ setting she has provided expert legal, ethical and professional advice to the psychology and rehabilitation programmes workforces.

Claire has several years of experience in roles with a core focus on using medico-legal principles to provide clinical best practice advice and practice frameworks. She also has experience with design and implementation of rehabilitation programmes, policy creation, handling complaints and legal requests, developing practice guidance, and design of systems to ensure integrity in practice.

Claire has worked with a range of stakeholders at the national level to ensure services are delivered in a responsive way and are defensible. She enjoys delivering training and providing supervision to other practitioners or groups.

Daniel is a member of Engineering NZ, holds CPEng status, has had various roles with manufacturers of Engineered Wood Products and structural connectors and fasteners, and joined Simpson Strong-Tie in early 2019.

Daniel is passionate about encouraging and supporting uptake of timber in commercial, industrial and multi-storey construction with involvement in numerous industry bodies, standards committees, current BOINZ board member, and time as President and management committee member of the NZ Timber Design Society.

Inka Gliesche-Humphris

Inka holds a Bachelor of Building Science and Architecture Degree.

Working in central and local government for over 25 years has given Inka comprehensive knowledge of New Zealand building legislation and the regulatory building control framework. In her current role Inka is responsible for overseeing and ensuring compliance with building codes, regulations, and standards related to construction and development projects. This includes BWoF registrations and audits, compliance schedules, swimming pools, earthquake prone buildings, complaints and site investigations.

Inka held the position of Secretary to the BOINZ Wellington Branch for four years and was a member of the BOINZ Technical Committee for seven years.

Jayson is a qualified builder with 39 years of industry experience, including 17 years at the Timaru BCA and 8 as its manager. He currently chairs the Southern Building Controls Group, representing 11 BCAs. A BOINZ member since 2008, he has served on the board and various technical advisory groups. 

Passionate about the building regulatory environment, Jayson is actively involved in training development and delivery, with a focus on improving BCA operations, knowledge, and consistency.


Jeremy Neven

Jeremy has been involved with the building industry for over 30 years starting out as a tradesman and moving in to building regulatory compliance almost 20 years ago. He has managed municipal building units in Canada, has been an inspector and assessor with Auckland Council and was part of the original team that established Consentium before moving into his own regulatory consulting business.

In the past several years, (in addition to providing standard regulatory services) he has assisted numerous BCAs with their response and recovery from emergency events allowing him a unique insight into the application of some of the more recent sections of the Building Act.

Jitendra Bothara

Jitendra Bothara, a seismic and structural engineer, is Director of ResiPro International Engineering Ltd, based in New Zealand. Originally from Nepal, he has over three decades of international experience advising governments, multilateral agencies such as the UNDP, World Bank, and ADB, and private sector clients on earthquake risk reduction, preparedness, and recovery.

Jitendra’s work spans Asia, Europe, and the Pacific, including New Zealand, and covers a wide range of areas, seismic assessment and strengthening of vulnerable buildings, design of new earthquake-resilient structures, post-earthquake evaluations, and post-earthquake response and recovery strategies. His expertise has informed national standards and guidelines in countries such as Nepal, Afghanistan, and Pakistan. He was one of the key contributors in updating New Zealand’s Building Assessment Guideline (2017) and led the section on unreinforced masonry buildings.

Beyond engineering, Jitendra is a strong proponent of integrating local culture and community needs into disaster resilience efforts. He believes seismic safety solutions must reflect not only technical rigor but also social relevance. His contributions include numerous publications, capacity-building initiatives, and support for the development of earthquake engineering research facilities.


Katie Bourke

Katie has over 15 years of experience as an accessibility consultant in Ireland and the UK, working with organisations big and small. She has a real passion for enhancing accessibility, fostering inclusion and promoting universal design. Gaining her qualification through the University of Ulster after becoming a wheelchair user at 24, Katie has an overwhelming belief that with the right set of minds and circumstances, anything is possible.

During her career, Katie has consulted on international projects, worked with historic universities, government departments and education providers. She has run an equality & accessibility program with 30,000+ students taking part and has helped design and build a ramp to the local community centre to allow everyone access through the front door.

Outside of her professional life Katie is a mum to 3 children and loves spending with family, going on adventures, reading and coffee. She is also a little obsessed with pointing out foot operated bins in accessible bathrooms!


Katie Symons

Katie Symons is a chartered professional structural engineer in New Zealand and the UK and has over 15 years’ experience designing building structures in both countries.

During her time at MBIE she has been involved in work on standards, seismic performance, building code updates, and reducing emissions from the building and construction sector. She has been working on the development of the Building Product Specification since mid-2024.


Marie-Claude Hébert

Senior Geotechnical Engineer

Marie-Claude Hébert is a senior geotechnical engineer with over 18 years of international experience. Since joining the Building Consenting Unit at Christchurch City Council in 2021, she has led a team of geotechnical specialists conducting regulatory reviews. She provides expert advice on building and resource consent processes as well as for dangerous building assessments. 

With a deep understanding of the consenting requirements and the NZ Building Act, Marie-Claude collaborates with various teams at Christchurch City Council, as well as MBIE, Engineering New Zealand, and external stakeholders, striving to enhance the quality of geotechnical assessments and documentation delivered throughout the consenting process.


Mike Farrell

Mike Farrell has worked in the construction industry since 1978, gaining hands-on experience in a range of roles including leading hand, foreperson, and project manager. One of his most notable projects was managing the construction of the Hakatere Marae Wharenui in 2016.

Since 2007, Mike has served as the Building Official and Technical Lead for the Ashburton District Council. He is also a contributing member of the New Zealand Standards revision committee for NZS 4297, NZS 4298, and NZS 4299.

Mike’s lifelong passion for architecture and history sparked his interest in earthen construction early on, a fascination that has only deepened over time. After attending the 2016 International Straw Bale Building Conference in Methven and connecting with the wider earth building community, he became even more committed to advocating for sustainable and natural building methods. He was particularly moved by the challenges people face in gaining design approvals and building consents for earth structures—an issue that continues to drive his work and dedication to this field today.


Neil Savery

International Code Council (ICC)

Managing Director

Neil Savery is the Managing Director of ICC Oceania, an arm of the US based International Code Council, which develops the model I-Codes, promotes building safety and provides practical solutions for practitioners who work in the building sector.

Neil was the Chief Executive of the Australian Building Codes Board for nine years, having been a Board member for eleven. In that role Neil championed the transition to improved access, awareness and understanding of the National Construction Code.

As part of the Council of Australian Government processes for twenty years, Neil was involved in advising Ministers on significant building and planning policy reform, including his time as Chair of the Senior Planning Officials Group.

Neil has been the Deputy Commissioner of the Victorian Building and Plumbing Industry Commissions and served as the inaugural Chief Planning Executive for the ACT Planning & Land Authority for eight years.

He is a former Adjunct Professor at the University of Canberra, holds qualifications in town planning, urban design and ecologically sustainable development, and is an inaugural Board member of the International Building Quality Centre and a Graduate of the Australian Institute of Company Directors.


Paul Kirby

Paul is responsible for legal and risk and the functions of the Registration Authority under the Chartered Professional Engineers of New Zealand Act 2022. This includes Chartered Professional Engineers registration, reassessments and register and a legal team that hears complaints about engineers and provides in house legal services to Engineering New Zealand. 

Prior to this role Paul has been Registrar of the Social Workers Registration Board, legal counsel for Queen Elizabeth the Second National Trust and has several years experience in private practice.


Revan Ram

With a passion for people and process, Revan Ram is the Technical & Product Development Manager at Pacific Steel. With a background in Chemical Engineering, Revan has worked across the various manufacturing facilities at NZ Steel, and more recently with the sales team at Pacific Steel.

In his current role, Revan focuses on bringing technical insights from the "outside in," bridging the gap between Pacific Steel and the wider market. With experience in both operations and sales, Revan is dedicated to fostering positive industry collaborations and driving processes to improve product quality, compliance, sustainability, and customer experience. While Revan remains passionate about the steel industry and its impact on our daily lives, he maintains balance by staying connected with family and friends outside of work.


Ryan Cooper

Ryan's affinity for the construction industry blossomed early on, leading him to pursue a career in carpentry and joinery in the UK. Upon relocating to Christchurch in 2013, he continued to broaden his knowledge and experience.

Following a brief stint in the rebuild, Ryan transitioned into the regulatory world, initially serving as a building control officer. In this role, he managed tasks ranging from processing building consents, undertake building inspections and certifying building work. Through these experiences, he honed a thorough understanding of regulatory compliance and building standards.

Currently, Ryan holds the esteemed position of Principal Building Official within the building compliance team at Christchurch City Council. In this pivotal role, he serves a team of professionals, ensuring processes and procedures are adhered to, consistency is maintained and seeks opportunities for improvements. With his extensive industry tenure and diverse skill set, Ryan stands as an invaluable advocate for building safety and compliance within the built environment.


Shawn McIsaac

In 2016, Shawn left Vancouver, Canada to start a new chapter in Auckland, NZ. Shawn has become well known in the NZ construction industry for challenging the status quo and advancing the sector.

His more than 15-year career includes 10 years of overseas experience designing enclosure systems in similar climates and seismic zones.

When Shawn is not out spending time with family or working on one of his projects he enjoys cooking delicious meals or surfing in Piha.


Tony Kao

Geotechnical Engineer

Tony is a Geotechnical Engineer with over 10 years of experience spanning both the private and public sectors. Currently, he works in the Building Performance and Engineering team within the Ministry of Business, Innovation and Employment (MBIE) as a Geotechnical Engineer focused on providing sound geotechnical engineering advice to support work across MBIE in relation to the building regulatory system and its performance.

Prior to joining MBIE, Tony worked in a consultancy environment to assist with Canterbury post-earthquake remediation. His work included both carrying out geotechnical investigations and design for both residential and commercial developments. 

Tony holds an Engineering Degree from the University of Auckland and is based in Christchurch.


Veronica Dessein

Veronica has been the Registrar for Chartered Professional Engineers since November 2022. Veronica's key focus is ensuring a robust assessment process, and a fit-for-purpose register of Chartered Professional Engineers in New Zealand. Prior to this role Veronica spent 10-years working as a project manager across regulatory, health and corporate market research sectors.


Wade Maurice

Wade brings extensive experience in the building and insulation industry, contributing invaluable insights on insulation standards and practices. With years of hands-on experience, he has played an instrumental role in shaping initiatives related to the Insulation Association of New Zealand (IAONZ), ensuring that industry standards meet evolving market needs.

Wade has also actively participated in the development of NZS4246, the New Zealand Standard for retrofitting insulation in existing homes, equipping professionals with the tools to enhance insulation quality. Moreover, he has been involved with the latest H1 roll-out, which focuses on improving the energy performance of buildings in New Zealand, aligning with governmental efforts to combat climate change and improve residential comfort.

Cory Lang is a respected leader in New Zealand’s building and regulatory sector, currently serving as the Unit Director, Regulatory Services at Hamilton City Council. With over 15 years of experience, Cory brings a wealth of knowledge and practical expertise to his role, underpinned by a strong academic foundation that includes national diplomas in Quantity Surveying, Construction Management, and Building Control Surveying across all building categories.

Cory’s influence extends well beyond his local government responsibilities. As a long-standing member and former Board Member of the Building Officials’ Institute of New Zealand (BOINZ), he has played a pivotal role in advancing professional standards and regulatory practices across the country. His active involvement in key industry initiatives—such as the Regulatory Environment workstream, the Construction Sector Accord, and the Rapid Building Assessment working group—demonstrates his commitment to shaping a more resilient, efficient, and future-focused building sector.



Dave Gittings

Dave Gittings is a Manager, Building Performance & Engineering at Ministry of Business, Innovation & Employment based in Wellington, Wellington.

Emelia Lukins

Lead Building Control Officer

Emelia Lukins is the Chairwoman of the Wellington Branch of the Building Officials Institute of New Zealand (BOINZ). She holds a Diploma in Building Surveying and is part of the first cohort of students completing the Bachelor of Building Surveying & Control through Future Skills. She currently works as Lead Building Officer and Technical Specialist Processing at South Wairarapa District Council. With over 10 years of experience as a Building Consent Officer in both building consent and territorial authorities, she is certified under the National Competency Assessment (NCA) system to process residential buildings up to Level 3 and commercial buildings up to Level 1. Her expertise spans the regulatory environment, from consent processing through to CCC, including peer review, and providing training. She is passionate about her work and is dedicated to ensuring quality, compliance, and the ongoing development of professionals in the building sector.

Mathew Constable

Managing Director

Mathew Constable is the Managing Director of ComplyNZ, an Accredited Organisation working in partnership with BCAs throughout New Zealand. Along with the time he has spent sentenced to building control, he has a background in personal insurance, has played in all of New Zealand’s professional orchestras, and has much respect for the power of “no”.


Sally Grey

Auckland Council

Manager - Premium Business Consents

Sally is a senior manager in the building consents team at Auckland Council. More recently Sally has been seconded to the Ministry of Business, Innovation and Employment as a Principal Advisor for the BCA structure and Liability reform programme.

Sally is on the Taituara Regulatory and Bylaws Reference Group and is the past chair of the Building Advisory Panel.

Shay is an experienced building control professional and longstanding member of BOINZ. He has become an industry leader in the field of modular construction imported building and building products. Shay is highly regarded for his contributions to national policy and research in this field as well as for his practical approach to building compliance within the broader sector.


Simon Thomas

Head of Building System Delivery and Assurance

Simon is legally qualified with a regulatory background encompassing privacy law, occupational regulation (including LBPs) and Building System Delivery and Assurance (BSDA). The BSDA team he leads is responsible for the regulation of BCAs, TAs, CodeMark, Multiproof, the Earthquake Prone Building register, BPIRs, product assurance more generally, Determinations and Weathertight Services. His team also plays a key role in Building Emergency Management and serious building failure investigations.


Wayne Goodfellow

Wayne Goodfellow has over 20 years experience in the built environment sector. Over the past 15 years, Wayne has taken the lead across the emergency services, local and central government sectors, which has given him a solid foundation and understanding of the intricacies of managing diverse and extensive multi–Importance Level portfolios throughout Aotearoa. From inception to decommissioning, Wayne has in depth understanding of a building lifecycle and the importance of how a building positively influences the people within it and around it.

Wayne has been involved in and responsible for over a $billion of assets across New Zealand and has recently made the moved to the Government Property Office to support the wider outcomes of the Government Property portfolio. Wayne, holds a bachelors and a masters engineering degree, is a previous Vice President and Wellington Branch Chair of BOINZ, a strong advocate, supporter and member of BOINZ and has been for many years stemming back to his time at Wellington City Council.
