CADETSHIP TRAINING PROGRAMME

Cadetship/Traineeship Outline

Introduction
The aim of programme is to train, trainee/cadet building control officers as a succession plan to the industry to build capacity in the sector so that we may deliver our functions and obligations under the 2004 Building Act. as a Building consent authority (BCA).

For you to become a cadet you may be of any age or gender this is why we created the programme so that anyone who meets the entry requirements can become a cadet's/trainee.

The reason behind 60% of the current building control officers around the country currently employ's are over the age of 54. They state they intend to retire over the next five years. Nationally a large percentage of the current building control officials will retire over the following five to ten years. We need more people over the long term, to build capacity so that we may deliver what is required of the building control sector in New Zealand

1. How the traineeship will be run

The trainee/cadet will choose to train as a building control officer in either of:

  • Consent processing
  • Field inspection
  • Or evenly in both

If a cadet/trainee chooses to train in either consent processing of field inspection they will still have to spend a third of their time and training in the other area before they can complete their traineeship in Building Controls.

The traineeship will be run on the same lines as the traditional apprenticeship system. The cadet will sign a traineeship contract to serve a time period plus complete prescribed training courses to enable the cadet to be licensed and accredited by the Building Officials Institute of New Zealand (BOINZ), to work as a Building Control Official.

NOTE: (Cross credits will be given for industry experience and qualifications.) Refer to Clause Six

2. Time Period of Traineeship

8000 hours (4 years) at 2000 hours per year.

  • 1000 hours In related construction area

Inspections

  • 5000 hours Inspections
  • 2000 hours Processing
  • 1000 hours In related construction area

Both

  • 4000 hours Processing
  • 3000 hours Inspections
  • 1000 hours In related construction area

3. Folder record of Traineeship

Each cadet will have his or her own folder as a weekly record of;

  • What they worked on that; Week/month/year.
  • Time Served
  • Qualifications gained (including all courses, seminars attended, etc)
  • Weekly sign off is required by your Supervising Licensed Building Control Officer.
  • Six monthly interview reports (Appraisal)
    • These reports are to be completed by the Field Services Manager or Senior Building Control Official
    • This should be done in the Standard Format

4. Qualifications & Course required to be completed

Each cadet must pass and complete the following qualifications and courses before they can complete their traineeship and apply to the Building Officials Institute to be licensed as a Building Official.

NOTE: (With accreditation under the 2004 Building Act the National Qualification for Building Officials been established. The courses listed below are relevant as of June 2005. The courses may change and new qualifications will be added as they come available.)

Building Controls

  • Plumbing Controls
  • Weather tightness
  • Access - Egress
  • IQP
  • National Diploma (Small building)
  • National Diploma in (medium /Large Buildings)

Established - July 2007

You can study towards any other Qualification from the list as approved by the Building Officials Academy as approved, as a pre-requisite for entry into the National Diploma in Building Surveying

  • Council Skill based Pay approved Courses

Included in your study you will have to complete or show you have already completed courses in the following;

  • Word
  • Excel
  • Outlook
  • Local government
  • Digital Camera
  • Pathway (Computer system)
  • Basic vehicle maintenance
  • 4 Wheel Drive
  • First Aid
  • Site - Safe

5. Supervision and Sign Off by Licensed Building Officer

Each cadet will be assisted to an experienced qualified building officer in both the inspection and processing areas.

All the work done by a cadet will have to be signed off by their supervising building officer.

6. Cross-Credit

Your present council and other work experience will be assessed together with any current qualifications seminar, and courses you have completed.

A credit of time served and qualifications will be credited to your traineeship in line will the building officials qualifications and training programme for Cadet Building Control Officials.

7. Training with other Councils

Part of your training will/may be required to be done at another council. This will be required to see that you cover the full range of consented building construction and to view how other councils operate.

You will be put on the current Building Officers Council pay scale. You will move up that pay scale in line with time served and qualifications gained to 100% when your traineeship is completed. (

8. Sign Off of Consents and Inspections

A programme will be put in place to see a Licensed Building Control Officer supervises you. All consent processing, external letters, faxes, emails, as well as field inspections will need to be signed off by a Licensed Building Control Officer, the Field Services Manager, or Senior Environmental Services Management.

9. Mentor

You will be assigned a mentor as your Main Supervising Licensed Building Control Officer. This person will be there to assist you at all times and should be the liaison person between you and Senior Council Management to make certain your training plan for you traineeship is followed and to work through any issues you may have.

10. Bond System

As council may pay the full cost of your training. Council may require the trainee/cadet to sign a bond of time in your employment contract with Council.

11. BCA Accreditation Manual and Standard Council Procedures

The trainee/cadet must follow the requirements of BCA accreditation under the 2004 Building Act and all the current and future Council Procedures and Policy.

12. Building Officials Institute of New Zealand

You are required to become a trainee/cadet member of the building official Institutes of NZ and Participate in there Continued Professional Development (CPD) Programme; your employer may pay the Institutes membership fee & costs associated with your involvement in the CPD Programme.

Summary

To summarise the trainee/cadet programme is designed as an apprenticeship/traineeship. To give school Leavers and other people wishing to become a Licensed Building Control Official a balance of both the required practical experience and qualifications needed to carry out the functions of a building control official. A cadetship is designed for school leavers and a traineeship is designed for all other people wishing to become a Building Control Officer. As already stated trainees will be assessed and cross-credits will be given of both time and qualifications enabling a trainee to start at any point in the training programme.

Example: A person that has served an apprenticeship and has obtained trade certificate will be awarded 7000 hours of time, but will be required to spend:

  • 500 hours in Consent Processing (Under Supervision)
  • 500 hours in Field Inspection (Under Supervision)

And will be required to train towards the qualifications listed in Clause Four

NOTE: (If during the Practical training period deficiencies are identified, further practical training maybe required)
